Open System Sciences is a certified Service Disabled Veteran Owned Small Business (SDVOSB) which was founded in 1991. Over the past 20 years, we have grown from a start-up enterprise reselling computer hardware to a service organization providing complex information technology systems and engineering solutions to federal, state, and local government agencies as well as many commercial organizations. Our engineers are highly skilled and experienced in designing, building, and managing distributed enterprise IT environments. Today, we have continued to expand our expertise to include the design and implementation of Information Assurance and Cyber Security processes, procedures and programs which have garnered our government clients A+ ratings from the General Accounting Office.

OSS offices are located in Northern Virginia, just 10 miles from downtown Washington, D.C. The vast majority of our employees possess advanced education and degrees as well as industry acknowledged technical certifications such as PMP, DoD IAT, Microsoft and Cisco, etc. OSS is a certified ISO 9001:2008 business, and we are proud to have garnered the USDA 2010 Small Business of the Year Award, as well as have been voted a 2012 Virginia Small Business Best Places to Work by our employees.

Executive Leadership

OSS’ executive leadership possesses extensive experience in the federal marketplace and is well-versed in the Federal Acquisition Regulations (FAR) and Defense Federal Acquisitions Regulations (DFAR), as well as those compliance requirements necessary to navigate the complexities of business development, financial management, contract management, and numerous federal compliance laws and directives. Our leadership team is highly educated and certified in Government Contracting, Human Resources, Program Management, and various other specialties in Information Technology, Information Assurance, and Cyber Security.

President & CEO – Mr. Donald Watkins

Mr. Watkins was born in Pottstown, Pennsylvania and is a graduate of Indiana University of Pennsylvania with a degree in Business and Marketing. Upon graduation, Mr. Watkins entered the U.S. Navy and was designated a Naval Aviator. Throughout his 24-year naval career, he achieved the rank of Navy Captain (O-6), held numerous positions of significant responsibility, commanded an aviation attack squadron, and received numerous awards and citations, including the Legion of Merit. In addition to holding the position of Operations Officer, U.S. Battle Forces Seventh Fleet where he managed naval operations from Hawaii to the Persian Gulf, CAPT Watkins spent 6 of his last 7 years of naval service on the Staff of the Chief of Naval Operations as a Program Manager. His final position before retiring was Head, Aircraft Carrier Programs where he managed the Retired Aircraft Carrier Fleet, Active Aircraft Carrier Fleet, and Future Aircraft Carrier Programs with annual budgets exceeding $3.5B. Upon retiring, Mr. Watkins joined Open System Sciences (OSS), a Northern Virginia Information Technology company, as a Senior Program Manager. Within two years, he was promoted to Operations Officer then Executive Vice President as he directed the company’s growth from 40 employees and $12M in revenue to more than 80 employees and $25M in revenue. In June of 2005, Mr. Watkins joined a start-up IT company, Systems Engineering, Inc. (SEI), as Vice President and Chief Operating Officer. Under his direction, SEI built a leading-edge Distance Learning development capability, an Enterprise Architecture Division, and an IT Services Division, certified the company to hold and process classified government information, and implemented a Defense Contract Auditing Agency compliant accounting system. In December 2009, Mr. Watkins returned to OSS as Executive Vice President of Operations. In July 2012, he assumed the position of President and in April 2015, Mr. Watkins purchased full ownership of OSS. Mr. Watkins holds a Masters’ Degree in Information Systems, is a Certified Project Management Professional (PMP), and is a resident of West Springfield, VA where he lives with his wife Sandy.

Director of Contracts – Mrs. Judy Jackson-Washington

Judy G. Jackson-Washington was born and raised in Memphis, TN. While a senior in high school, she was recruited and hired by the Federal Bureau of Investigations (FBI). Upon graduation, the FBI relocated her to Washington, DC where she worked her way up from data entry clerk to Assistant Night Supervisor. In 1998, Mrs. Jackson-Washington acquired her Associates Degree from Northern Virginia Community College (NVCC) and began work with the MITRE Corporation. In 1999, she joined BearingPoint as a Contracts Analyst, and in 2000 was hired by Affiliated Computer Services (later acquired) by Lockheed Martin. During this time, Mrs. Jackson-Washington earned her Bachelor’s degree in Business Administration from Strayer University, while managing over $195M dollars in Air Force contracts. In 2004, she joined the GrayHawk company (later acquired) by ManTech, where she simultaneously attended Strayer University and the University of Virginia (Falls Church), enabling her to complete a Master’s Degree in Federal Contracting, graduating Magna Cum Laude in 18 months. In 2005, Ms. Jackson-Washington was promoted by ManTech to Senior Contract Manager in the MIST sector’s IT division managing a contract staff of seven. Ms. Jackson-Washington joined OSS as Director of Contracts in August of 2008. She has been a member of the National Contract Management Association (NCMA) for over 12 years.

Chief Operating Officer – Mr. Jeremy Alward

Mr. Alward is the Open System Sciences Chief Operating Officer (COO). Soon after graduation from Drexel University with a degree in Information Systems, Mr. Alward assumed a position with the internet startup Riptech, a leader in Managed Security Services Providers (MSSP). At Riptech, Mr. Alward honed his information security skills and worked with some of the leading security experts in the industry. During his tenure at Riptech, he advanced through the ranks becoming a key leader in the Security Engineering Group where he supported some of the largest companies across the globe. In 2004, two years after Riptech was sold to Symantec, Mr. Alward joined OnPoint Consulting, a Federal Government contracting company, where he quickly became an integral member of the Information Assurance (IA) Division. He became a Program Manager in 2006 and took over full management of the division as the IA Director in 2009. During his six years with OnPoint, Mr. Alward saw the overall organization grow from $16M in revenue to over $50M, including an increase in the IA Division revenue from $2M to $14M. While at OnPoint, Mr. Alward returned to Drexel University and entered a graduate program ranked #3 in the country, receiving a Master’s of Science in Information Systems. In 2011, Mr. Alward joined OSS as the Chief Security Architect, providing guidance and oversight to the company’s Cyber Security programs. As this role developed a more operational focus, Mr. Alward was promoted to Director of Cyber Security and in April 2015 he was appointed to the position of COO. Mr. Alward holds a variety of Information Security and Management certifications including the PMP, CGEIT, and CISM. He resides with his wife Kelly in Washington, DC.

Director Human Resources – Mrs. Sandra Watkins

Mrs. Watkins is a native of Phoenixville, Pennsylvania. In 1997, after holding numerous administrative positions and raising her family, she joined Open Systems Sciences (OSS) as an Executive Administrative Assistant. During this time, OSS was experiencing significant growth, which afforded Mrs. Watkins the opportunity to build the company’s Human Resources Department from the ground up. In 2002, she earned her Bachelor’s Degree in Business with a minor in Human Resources, and in 2004 she received the highly sought certification as a Senior Professional in Human Resources (SPHR) from the Society of Human Resources. Throughout her tenure with OSS, Mrs. Watkins built the HR Department into a first class business unit, lauded by employees as well as OSS teaming partners. Due to her Human Resource expertise across a broad range of subject areas, her consulting services are regularly sought by many other small and mid-sized businesses in the Washington metro area. In 2005, Mrs. Watkins joined Pace Global as the Director of Human Resources, where she managed a global workforce, administering benefits programs and assisting employees located in remote locations throughout the world. In 2007, she was asked to return to OSS in order to revitalize the company’s HR program and address waning employee morale. Her efforts to enhance employee benefits and reestablish employee relations culminated in OSS’ selection as a Virginia Small Business Best Places to Work for 2012. In addition to being an expert in employment law and employee benefits, she is also certified as a Facility Security Officer by the Defense Security Service. Mrs. Watkins resides in West Springfield, VA with her husband Don.

Controller – Mr. Andrew Turlington

Mr. Turlington currently serves as the Open System Sciences Controller. Prior to joining OSS, he worked in various capacities for CPAs who serviced small business accounts throughout the nation. In February of 2000, he joined OSS as an Accounting Clerk, and in 2003, received his B.S. in Accounting from University of Maryland University College . In December of 2009, Mr. Turlington was promoted to his current position as OSS Controller. In 2009, he also received a B.A. in History from the University of Maryland. Mr. Turlington is well-versed in government cost accounting and contracting and was principally responsible for the successful 2013 transition from an older legacy government compliant accounting system to a newer, state-of-the-art system. Mr. Turlington resides in Fredericksburg, VA with his wife Christina.
