U.S. Department of Agriculture (USDA) Blanket Purchase Agreement (BPA)
The USDA BPA provides for a wide range of Information Assurance services. Task Orders awarded under this BPA procure services to support USDA’s Information Resources Management Division as it relates to the following security areas: policy, architecture; application development; operations and maintenance; world-wide deployment activities; system certifications and accreditations; compliance monitoring; integration support; remote security support; database support; and e-Government (e-Gov) support, studies, analyses and evaluation services. U.S. Agency for International Development (USAID) Blanket Purchase Agreement (BPA)
The USAID BPA is a Time and Materials (T&M) and Firm Fixed Price (FFP) contract which provides for Information Assurance Services in support of the USAID Chief Information Security Officer (CISO). The BPA covers a broad range of Information Security and Cyber Security tasks, subtasks, and activities necessary to support CISO requirements and USAID missions located throughout the world.

The Naval Sea Systems Command (NAVSEA) has awarded multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for a wide range of engineering, technical, and programmatic services and solutions for NAVSEA Warfare Centers, NAVSEA Headquarters, its PEOs, and field activities. Enterprise Acquisition Gateway for Leading-Edge Solutions II (EAGLE II) is a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle, specifically designed as the preferred source of information technology (IT) services for the majority of the Department of Homeland Security’s (DHS’s) enterprise infrastructure and initiatives. Competition under the 8(a) category is limited to companies qualifying under the Small Business Administration 8(a) program.
CIOSP3 – Small Business Services Solutions
CIOSP3 is a Government Wide Acquisition Contract (GWAC) issued by the National Institute of Health Information Technology Acquisition and Assessment Center (NITAAC) for everything IT in support of the Federal Enterprise Architecture, the Department of Defense Enterprise Architecture and the Federal Health Architecture.

As a SDVOSB, Open System Sciences is eligible for certain Sole Source and Set Aside Contract awards. Small Business Administration regulations concerning eligibility for setting aside Service-Disabled Veteran-Owned Small Business Concerns (SDVO SBC) contracts state:
A Contracting Officer (CO) may set-aside contracts for SDVOSB businesses if:
1. The requirement is not exempted from SDVO contracting, the CO considers setting aside the requirement for 8(a), HUBZone, or SDVO SBC participation before considering setting aside the requirement as a small business set-aside.
2. There is a reasonable expectation that at least two responsible SDVO SBC will submit offers; and
3. The award can be made at a fair market price.
A Contracting Officer may award a sole source contract if:
1. If the requirement is not exempted from SDVO contracting and cannot be set-aside.
2. The CO does not have a reasonable expectation that at least two responsible SDVO SBCs will submit offers.
